EXPERIENCE AND EDUCATION:
Essential Qualifications/Experience:
· A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post
· Experience in:
ü Financial management within a customer-funding environment
ü Planning, preparation and production of budget submissions
ü Budget execution and resource management
ü Preparing, conducting and reporting using statistical sampling methods
· Knowledge and experience in enterprise resource planning systems, project management processes, procedures and tools
DUTIES/ROLE:
· Acts as financial advisor supporting CSU Norfolk with guidance provided by the DCSUs SPMO
· Acts as Fund Manager for assigned allocations and exercises strict financial control during the execution stage of these allocations, ensuring compliance with guidance provided by the DCSUs SPMO, NCI Agency Financial Controller and NATO and Agency regulations
· Develops, screens and updates financial plans for CSU Norfolk and its subordinate organisations
· Supports financial analysis of customer requirements, coordinating the cost estimation and financial planning associated with negotiation of Service Level Agreements (SLA) and Agency Price Proposals
· Provides analysis and produces management reports for both internal and external use regarding revenues, costs, variances from targets, productivity and other aspects of management control
· Attends Quarterly Service Level Reviews with Customers and DCSUs SPMO
· Provides technical advice and functional support to DCSUs SPMO
· Identifies and verify the proper funding categories for all purchases and services requested
· Ensures Customer requirements for CSU Norfolk are in line with agreed SLA
· Senior Manager for personnel time accounting services based in CSU Norfolk. Advises on personnel management and functional support to Director CIS Support Units, Service Portfolio Management Office, Chief People Officer and other senior managers within the Chief People Office Directorate
· Deputizes for higher-grade staff, if required
